Tali Molnar – She Doesn’t Promise, She Delivers!

A brief overview of what she has accomplished and advanced over the past two years

as Deputy Mayor and Acting Mayor, responsible for Security, Emergency Preparedness, Enforcement, Women, and the LGBTQ+ Community

Combating the phenomenon of abandoned vehicles in the Old Industrial Zone
In 2024, Molnar conducted a survey in the Old Industrial Zone, identified the problem of abandoned vehicles occupying public parking spaces, and announced that the municipality would step up enforcement against such vehicles – including fines, towing, and area clean-up.
She also ensured the establishment of a new additional municipal parking lot.

Promoted the introduction of “Express Parking” in the city center to support local businesses and address parking shortages.
Thanks to her initiative, major streets – Herzl, Remez, Smilansky, Weizmann, and others – were included in the new program, easing access to shops, making the city center more visitor-friendly, and boosting commerce.


As Head of the Committee for the Status of Women

✅ Established the Committee for the Advancement of Women.
Expanded women-focused events, courses, and training programs.
During her tenure, there was a significant increase in municipal activity in this field.
Large citywide events were held.
A wide range of training programs were offered to women, including women from the ultra-Orthodox community.
Continued the fight against the erasure of women from public billboards.
Promoted and empowered young women.


LGBTQ+ Portfolio

✅ Increased budgets, established a dedicated LGBTQ+ committee, opened additional social groups, and expanded the number of community events.
During her tenure, Netanya’s municipal LGBTQ+ index rose significantly, placing the city among the top five in Israel.


As Chair of the Education Committee

✅ Introduced the “Diverse Families” program in kindergartens.
All kindergartens received structured lesson plans after Tali identified a need—especially following the war, when many children were left orphaned of a father or mother.

✅ As part of the fight against bullying and social exclusion, she ensured the establishment of a dedicated support hotline for children who experienced boycotts.

✅ Raised awareness of the importance of enrolling children only in licensed private kindergartens and submitted a formal proposal to the City Council to approve a citywide awareness campaign for parents.


Security and Emergency Preparedness

✅ Doubled the number of public security cameras—today there are approximately 800 cameras, compared to about 300 previously.

✅ For the first time, initiated a comprehensive network of parks and gardens equipped with security measures to maintain order, prevent vandalism, and enhance safety.
New and upgraded parks include:

  • Brosh Garden – Kiryat HaSharon

  • Levi Eshkol Garden – Azorim Neighborhood

  • Motskin Garden – Azorim Neighborhood

  • Brodetsky Garden – City Center

  • Heroes Garden – North Netanya

  • Gordon Garden – North Netanya

  • Hashmonaim Garden – North Netanya

  • Tishrei Garden – Kiryat HaSharon

✅ Strengthened the Municipal Emergency Response Unit, expanded its budget, enhanced cooperation with the municipality, and built a professional, highly trained unit.

✅ Initiated and established a volunteer-based security patrol to conduct routine security patrols.

✅ Promoted and led the decision to establish a motorcycle security patrol unit, which will soon be launched following approval by the Ministry of Interior.

✅ Improved working conditions for inspectors and municipal policing officers, including vehicle expense reimbursements.

✅ Increased staffing positions for inspectors.

✅ Ensured additional professional training, advanced courses, and upgraded personal equipment.

✅ Introduced body cameras for inspectors.

✅ Organized team-building days and professional courses for enforcement staff.

✅ Led a major initiative to relocate the municipal operations center from its old, limited facility to a new, larger one, including additional dispatchers, cameras, and monitoring screens to improve operational control.

✅ Strengthened cooperation between the municipality and the police, including regulating the work of the Enforcement Subcommittee, which she chairs.


Emergency Management

✅ Increased emergency preparedness budgets significantly.

✅ Greatly expanded funding for the city’s emergency systems, including the “Sa’ar Unit,” which has become a leading unit nationwide with a high level of readiness and equipment.

✅ Organized the city’s first official Appreciation Day for emergency unit volunteers.

✅ Led the introduction of a smart system for remote opening of bomb shelters—currently heading to tender.

✅ To advance the municipal emergency system, Tali completed an advanced senior commanders’ course at the Home Front Command with distinction. She was the only woman in the course.

✅ During the “Iron Swords” and “With a Lion” wars, Tali remained in the operations room, managing the central command table alongside the Municipal CEO.
Throughout the war, the city continued to function effectively, serving as a cornerstone of stability.
Her expertise as a Home Front Command graduate contributed greatly to the city’s preparedness and response.

✅ Took part in Knesset National Security Committee discussions to expand the authority of security guards and actively promotes this initiative with the Ministry of National Security.


Social Issues & Animal Welfare

✅ Led the establishment of a new safe space and daytime intake facility for drug addicts and homeless individuals, in cooperation with the police.

✅ Currently working directly with the Minister of National Security to establish a police outpost in the Sela neighborhood.

✅ As the official in charge of veterinary services and the Netanya dog shelter, promoted its renovation and upgrade.

✅ Led changes to the municipal bylaw regarding the return and treatment of animals, enabling stronger enforcement against abuse, roaming, and illegal animal ownership.

✅ Expanded the dog park at Gan HaShoshanim—more than doubling its size for the benefit of dogs and their owners.

✅ For the first time, ensured municipal funding for the NGO “Herzliya and Netanya Love Animals.”


Urban Enforcement & Environment

✅ Placed enforcement against motorized vehicles at the top of the municipal policing agenda, with proactive and regular enforcement operations including fines and confiscations.

✅ Initiated the decision by the Mayor to commemorate the late Rose Pizem in Netanya.

✅ Established a dedicated environmental enforcement sub-unit in the city center to combat littering in public spaces.

✅ Led a policy change regarding Lag BaOmer and environmental protection, issuing a directive to end the long-standing practice of lighting fires anywhere in the city—on roads, in groves, and open areas.

✅ Thanks to her leadership, the municipal property tax discount for single mothers was increased to the maximum allowed by law.


Northern Netanya

After years of darkness, Tali ensured new lighting along the Kings Promenade.
She oversaw the cleaning of open public areas along the cliff and in Kiryat Sanz.
She ensured the fencing off of a hotel parking lot that had been misused for environmental crimes and illegal dumping.
She removed unauthorized contractor activity from the Habzelet Dunes that disturbed Amigur residents.
She handled ongoing enforcement against construction sites causing noise and infrastructure damage.
She led the renovation and repainting of the water well.
She advanced a policy for renovating and upgrading shelters in the north of the city.
She promoted the installation of security cameras in northern neighborhood parks.
