Tali Molnar's work plan
Dear citizens
I present to you a clear and practical vision for a strong, safe, developing and progressive Netanya.
New public management: The municipality at the service of the citizen
I believe in transparent and honest management. For me, every residnet of Netania is a customer who deserves the fastest and best service. The municipality under my leadership will operate according to standards of advanced management, transparency, and accountability. We will put an end to bureaucracy, reform municipal work processes and move to advanced digital.
Less bureaucracy:
Advanced municipal service that will save you time and effort.
Transparency in management:
Responsible budget, reduction of waste and appointments on a professional basis only.
Public participation:
The municipality will work alongside the citizen, not above him.
We will listen to you and implement together.
The Israel Riviera
Netanya will once again be the capital of Sharon – Israel's beautiful Riviera.
A city with cultural, leisure and tourist attractions of various types that are also an economic growth engine for the city.
Under my leadership, Netanya will return to being a vibrant city full of life even on weekends
Accessibility and entertainment:
operating shuttles on Saturday to the sea and the various entertainment areas, food trucks and shows on the promenade and in the parks, all conceived and implemented with acceptance and understanding of the diverse lifestyles in Netanya.
Personal security for every citizen
Your safety is my top priority.
Doubling the number of cameras:
We will continue with a wide deployment throughout the city.
Urban motorcycle unit:
To provide a rapid response and presence in the field.
Life-saving technology:
A new operational team and a smart system for opening shelters remotely.
Strengthening the volunteer network in the emergency room and security patrol, allocating many resources to training and professional qualifications.
Education comes First
Education is the foundation for our children's future.
I commit to placing education at the top of the municipal priorities and investing the necessary resources so that Netanya leads at the national level.
Advanced infrastructure: upgrading courtyards, smart classrooms and AI-based learning spaces.
Personal envelope: finding solutions to prevent kindergartens from closing due to staff absences, emotional support and guidance for children who need reinforcement.
Special education: As the mother of a special child, I will personally lead a systematic municipal policy to develop new frameworks for young people over the age of 21, and upgrading the transportation system, chaperones and the lack of therapeutic manpower will be a top task for me.
A large-scale municipal investment in the issue of recruitment for the IDF and optimal service.
Appropriate buildings and strengthening our youth movements.
Fair property taxes: It's time for justice!
It is necessary and important to correct historical distortions in the map alocating property tax collection areas in Netanya.
I commit to examining the issue in depth and addressing it as a top priority, to ensure that citizens pay a fair price for excellent service.
Re-examination: Establishing a professional team to review the tax order and property tax rates.
Security levy: Your money will come back to you directly through strengthening policing and municipal security.
Clean Netanya: Commitment to results
Netanya will be one of the five cleanest cities in Israel.
It is possible and it will happen.
Reinforcement of cleaning teams: more personnel and modern cleaning equipment in the city center and neighborhoods.
Garbage collection revolution: transition to neighborhood collection areas and modern recycling instead of garbage on the sidewalks.
Zero tolerance for litterers: expansion of the enforcement patrol for cleaning and environmental education starting from kindergartens.
Garbage removal will be smart and sensor-based
Upgrading old neighborhoods and treating old infrastructure
Netanya has many diverse neighborhoods, new as well as old.
I pledge to ensure that municipal services are equal for everyone, to foster visibility and a beautiful and well-kept environment in the neighborhoods, to always ensure that all neighborhoods have proper infrastructure (roads and drainage), environmental care, increased cleaning and additional evacuation days.
Safe infrastructure and safe sidewalks for walking, all of these will be an integral part of the response that will be provided in all neighborhoods of the city.
Netanya for young people: Making a future here
Netanya, under my leadership, will stop migration of young people from the city.
We will create high quality of life, excellent education and housing solutions that will allow our young people to build a future here.
Affordable housing: Promoting 3-room apartments and adapted housing solutions for young people.
Reducing the cost of living: Reducing prices for after-school programs, for afternoon classes and the "Free afternoon class for Every Child" project.
Leisure and recreation: Developing employment opportunities and leisure solutions for families and children, even on weekends
Green Netanya
Our Netanya continues to grow, but not at the expense of quality of life. A green city is not a luxury, but a condition for the existence of a healthy and strong city. I will ensure that the towns’ green lungs are expanded and new and advanced parks are established in all neighborhoods. The urban natural forests will receive the status of protected natural forests and a dedicated parks department will be established for them, which will ensure that gardening is maintained without spraying poisons, without construction, and with a lot of cleaning and nurturing of the environment for the convenience of visitors. We will also continue to expand the solar roof project, cultivate public gardens, and the field of environmental enforcement will be expanded with additional standards and mobility for immediate protection of the environment and enforcement against waste offenders.
Employment zones as economic-growth engines
Developing an advanced industrial park that will attract high-tech companies and provide quality work close to home.
After the approval of the Industrial Development and Trade Council's plan to establish a large metropolitan employment area in the center, we will work to promote a plan to attract large high-tech companies, knowledge-intensive and technology-intensive companies, while creating special incentives for them and branding the city as attractive precisely for this purpose.
I will ensure an innovative and advanced cleaning and waste collection system, while developing modern and smart parking solutions.
To make the employment park attractive, there will be accessible and easy mobility and transportation solutions such as shuttles and a shared transportation system.
All managed by the Employment Areas Administration, to be established.
A leading city in the fields of arts and culture
Netanya must renew its perception of culture, which is not just performances in the theater and classes in community centers with graduation parties.
The goal is to begin establishing the missing cultural institutions in the city: a performing arts center, including a permanent home for the Netanya Theater.
A dance center, a home for the municipal conservatory and municipal choirs, and a congress center.
I will support Netanya's artists and their independent and community activities in the city center and in the neighborhoods, also by establishing arts centers.
I will support the poets' group that works in collaboration with the artists' community, and a place will be given to creators and artists to present their products at art fairs that will be held throughout the city.
This is also part of the plan to become a bustling cultural center.
Embracing the Founding Generation
The senior citizens are the heart of Netanya.
I promise they will be active and respected.
Cultural clubs in every neighborhood: expanding the range of classes and reducing waiting times.
A dedicated center for veterans: a humane, fast and available response to every need.
Home safety: assistance in installing life-saving equipment and regular home visits to incapacitated seniors.
Smart urban renewal and transportation solutions
Urban renewal must be controlled and not wild.
Promoting evacuation and construction only in areas that are suitable in terms of planning and infrastructure.
Adjusting the scope of construction to the carrying capacity of the neighborhood – roads, education, drainage, green spaces.
Affordable housing as part of large areas.
Planning that allows residents to return to their neighborhood.
Evacuation and construction that comes with transportation solutions, parking, and educational infrastructure.
Promoting connecting Netanya to the Gush Dan metro, continuing to upgrade an accessible and developed public transportation system.
Establishing a shuttle system from the neighborhoods to the train.
Bicycle paths as part of a network and not as sections.
Encouraging shared transportation.
Increasing train traffic to Netanya stations while promoting a third train station.
Developing a system of new and smart parking lots in open areas and in employment towers.
Animals
We also care for animals and creatures on all fours.
We will improve the care for animals in the city with compassion and responsibility.
Investment in care: Increasing sterilization/neutering budgets and establishing a "kitten house" to treat abandoned kittens and a cattery to treat injured cats.
Dog parks: Expanding the number of parks and establishing designated enclosures for small dogs.
Sport
Netanya will become a leading sports city in Israel and internationally, as an integral part of the city's quality of life.
Netanya's coastline will serve as a central engine for the development of water sports and international sports tourism.
The city will invest in infrastructure, centers of excellence, and international competitions in water sports and triathlon.
Popular sports will be accessible to every city resident, of every age and in every neighborhood, through open facilities and community activities.
Special emphasis will be placed on children, youth, special populations, and strengthening community resilience through sports.
Children's and youth departments will be at the heart of municipal investment in all sports.
Maccabi Netanya in football will become stronger as a leading and stable municipal club with an identity, aspiring constantly for the top.
Municipal basketball will make Netanya a regional hub with strong, young teams connected to the community.
A professional sports management policy will be established with clear indicators, transparency, and public participation.
Sports will serve as a tool for education, health, urban pride, and long-term economic development.
